All Nations can have as many ships as they want. You start with one fleet because you just built that fleet. If you have 4+ fleets C.E. gets nervous but doesn't ban you or anything.

Aaaaaah silly me, I was thinking for a moment that the AGR was a democratic forum meant on making the galaxy better, kind of like the UN anyone could spew whatever bullshit they wanted, not a totalitarian body that's a republic in just name. And, well, Pomerania is part of the Empire right? So you could disharm them just by wishing it, since the emperor has unlimited power. The fact that he doesn't either means he doesn't want to, which would mean he is malicious, or isn't able to, which would mean he is far from almighty. Same goes for that huge ass corporation no?
