I think what he means is that politics is, when it comes down to it, the relationships between people who share some specific setting or/and set of rules. That's the difficult part for most people methinks. Like, laws are just laws really, wikipedia will serve all your law needs, but the ways those laws effect people's behavior is the part you have to work out.
