Kirigakure was instrumental in the war, using their superior naval forces to harass and pillage the other nations. The Seven Swordsmen played a large part in this, leading many of the ground raids, especially the ones where armies went onto the mainland. They were a force with which to be reckoned while sailing, and still scary on land. The reason being they'd set up outposts and route water into the mainland, or follow rivers, doing all of their combat near them so as to have sources of water to attack with. However, the previous Mizukage was not the first, she was the second. The first Mizukage was the one that lead these strikes. Shuurei's mother (the second Mizukage) was the one to create reform when the First Mizukage died in combat defending Kirigakure when forces from (whomever else) struck back at the heart of the leviathan, so to speak.
