I'm not sure what would constitute a lower-tier payload, for the sake of game balance against ships and ground targets, and well, the B-52 in itself is pretty much a prize for its massive capacity. Yes they are every time we get to an ammo dump you get to re stock your bombs but remember you have 20 rockets as well which you can use to pulverise ground and sea targets and to be honest even the hunters machine guns can do the job!
