Basically, he spreads the rumor that the Chicago Enclave has fallen to the Brotherhood of Steel, so that he can proclaim himself the legitimate leader of the Enclave. Whether that is true or not is up to you, but I think it would be more interesting if communications with Chicago were cut off for the rest of the RP, so that the villains would be forced to rely on local resources.
