Heh you assume being big makes them dumb brutes? The cabal are actually rather brilliant strategists. They manage to consistently hold their ground against and defeat time traveling sentient robots, a race of super powered magical bugs who are literally led by gods, an entire race of hit and run four armed space pirates AND the ultimate warriors of light. Even a planets worth of brute force alone could not accomplish these things. The cabal also have an intrensic sense if martial honour, willing to fight to the last for their commanders and the wider empire. Cabal can be clever, underhanded, sneaky and generally dangerous. They are a diverse military force, not just a bunch of big dumb grunts. Just because Valus Hor'ual is a classic example of how others see the cabal they do not all fit his mold.

The cabal, despite their size and perceived clumsy way of war are as diverse as humanity is.
