Well it sorta depends on the legion. A sand eaters valus would have more soldiers under their command than say a blind legion valus 

For instance the only reason Hor'ual has command of his entire legion due to its reduced size as they took EXTREMELY heavy casualties. Cabal have huge numbers, toss out a figure and I'll refine it
