I'm not sure I actually specified anywhere, but shoulders can carry one weapon system a piece. The MGR-2A is a one-tube launcher and one of these can fit on a shoulder, just as one rocket pod can fit on a shoulder. 
So for the time being two AT missiles are all you can carry, but future launchers may have greater capacity.
