[@ArcaneUnit]I was trying to play a more philosophical kind of Sith, who felt that the governments and the other forms of societal structures were holding the intelligent races back.  He doesn't want to rule the galaxy so much as tear it down so that it can rebuild itself stronger and better.  This would allow those that are superior to be the leaders, instead of those that simply kowtow to the masses.
