Yeah, I don't really know what that means, without a frame of reference.

The character I'm working on would basically be able to shoot beams/bolts/blasts/what have you of plasma, and be able to manipulate plasma that he doesn't generate. As a "required secondary power," he would be extremely resistant to heat, light and noise.
