Not everyone. The ethereal and everyone who works for him is OK with him right now. As, it wouldn't be right to say apocalypse is with the ethereal, but essentially the ethereal and apocalypse have an uneasy alliance. Right now it's only the unaffiliated crows and the alliance of conquerers.
