You might wish to delve into parameters for admission.  A Nazi Wonder Woman, as excellent an example of an "Elseworld" I've seen would likely be denied admission no?

Where would this hall of Justice be?  How do they recruit when not every world has access to the Elseworlds?

Did something like the Monitor gather them and if so... what of the Anti-Monitor?
