The NCR was built on pre-War American value (albeit skewed) which means some traditions had to survive and Caesar made the Legion by literally modeled it on some bits of the Roman Empire from history textbooks. Can't imagine the UK not having either of those. Also the Great Khans, its safe to say they must have also used some historical material or else they just got really lucky with coincidences. There's also the vaults or Havens in this case; its safe to assume that they wouldn't drag people from all across Britain into Havens and have them intermingle until their original cultures were gone. They'd be populated with the local population, thus keeping knowledge of the traditions of the magical lands of Scotland and England and such alive.
