Tom would be sent off to one Major Bentsworth, who would ask the Ghoul some questions:

"What weapons are you good at? You seem to be a good sniper. How good are you at explosives?"

"How strong are you? Failing that, how agile?"

"How soon can you memorize a rough map of Liberty City?"

If the answer to that last question was very soon, Major Benthsworth would then say:

"Good; go to that Albert guy with an offer; we'll give him not bottlecaps, but [i]actual gold[/i] - made from melted-down jewelry if you must know - if he'll try to raise the troopers' morale in the face of Enclave invasion. Also, try and get any newcomers to join the ranks. In the meantime, I will prepare evacuation plans."
