Exiled Lycan is fine, however since ICED is contagious the council wouldn't allow someone with a contagious disease to travel to another planet. Other than that your backstory should work. Lycan's are exiles from their packs for other reasons, most commonly for defying the Alpha Male openly in public. Since Lycans are extremely social the worst punishment is to be exiled.
