Effect: When a player Normal Summons a DARK Winged-Beast type monster, they can send one card from the top of their deck to the graveyard to Special Summon a level 3 or lower Winged-Beast type Monster card from their hand in Attack Position.

Spell type: Quickplay
Effect: You can return one 'Blackwing' Monster Card back to your hand to target one card on your opponent's side of the field: Return that target back to your opponent's hand. You can not Special Summon until your next End Phase after this card's activation.
-Odd to see this card. Raidraptors and blackwings synergize well, however I am not sure if they are actually directly related archtypes. Hence it is rather odd to see such a card which directly links them together. I guess it's the equivalent of seeing a card which allows you to Special Summon 1 "Artifact" card from the graveyard by tributing 1 "Traptrix" Card. Perhaps if you made it more generic, like shuffle one Wing-beast monster card into the deck to add 1 Winged-beast monster with a different Name, but same attribute. At the End phase, If you summoned the card added with this effect this turn: take damage equal to the attack of the summoned monster (even if it is no longer on the field).
-Milling isn't really a cost for most meta these days. So the field card allows you to swarm an already easily swarming deck and get grave advantage if you mill the right cards for cycling etc. To make it more of a cost, maybe consider a "Discard 1 card" cost instead since BW/RR require a build up of hand advantage to swarm which can be alleviated by their searching power.
-technically balanced, although since there is no restriction on when this card can be used, it is possible to do all your SS then bounce a card like Borz back for an OTK after you summoned all your monsters. Also you have the issue with using multiples of this card per turn and thus stacking the restriction like Reckless Greed. But I guess it's not as bad as Icarus.
