I pretty much think it could be anywhere for that matter, I'm all for diversifying the landscape if there are any cities or such that feel good for the setting.

It seems that the virus could have either infected them after they became child, the digivolution of digivice triggers or accelerating it it or just the package Data volume of the digimon exceed a critical point when digivolving to adult again, triggering it or maybe just accelerating it.
