The only factor is that the royals don't have complete control over Fantasia. There are multiple groups, such as mercenary groups or aristocrat groups that rule over different territories. The government is kind of loose.

My mistake! Zephyr was the name I had for the RP before Fantasia. Because I liked Fantasia better. I'll fix it!
