I guess ill go with Germany. Cause honestly, my Iran was going to lean towards the west as it is starting to now. New president has used the western model for many policies and opened up quite a bit. Wouldn't be the best for Russia lol. 

Not saying they'd switch to NATO but with such a presence from NATO in their area, it'd be wise to not do anything drastic.
