It looks very familiar to David, like the Citadel's laboratory down in DC. There's lots of technology, be it laying around or being repaired or just being used by the scribes. None of them pay any mind to David, as their superior mentality probably means that they know he is simply a very irradiated human and as such aren't worried or scared of him.
