It is certainly possible for an Inquisitor to rise in ranks - a title for an Apprentice simply states that they have specialized in something specific. It is worth noting that ascending to the rank of Lord does require some degree of generalization however, as Sith Lord is not only a measure of personal power with the Force and skill with a Lightsaber, but also a political position in the Empire. Political strength or connections are needed for Lordship as much as personal power.
