[@Cuccoruler] I PM'd you some ideas, but addressing the issue of npcs there should be a lot of them given that we fought all the pantheons at once and won, and there were enough of them to pressure some of the PCs into action as well. That said some would have been killed in the rebellion too. We're probably going to need a few random nobodies if we start at a meeting like I suggested earlier. If you accept me as co-gm I can give voice to a few of them. Probably going to need a de facto leader/group of instigators who first began plotting rebellion and sparked the violence. Like you said as well, we're going to need npcs in certain positions like a jailor for the deceased gods and imprisoned.
