Perhaps they can be like a "Parent" faction similar to how the Hutt Cartel will likely have some interaction with the Scarred Hutts. You need contacts after all in order to get product in. Think of it like how IRL the big gangs/cartels sometimes won't get personally invested in a city, and instead use local gangs.
