It depends if it has it's Plates- the film The Jewl of Life clearly shows that Arceus can be immune? (Very resistent to) all types of attacks - I'd like to think the Arceus that is shown in his own film is the one that follows lore on his actual capability and strength.

However you are correct in saying that it's debatable as to whether or not it is indeed God, but that is similar to all arguments of theology.
