She shouldn't be able to speak at first, but it also shouldn't take her long to adapt.

Originally she shouldn't have been able to talk because she didn't have a human anatomy, but depending on how much of her is intact, it should be possible. 

I imagine she'll have to learn the language by piggybacking off of Weiyang's sensory input/output.

That said, the minute a Bronze-Rank Fair Beast starts talking, heads are going to roll.
