Well, I'd consider high tier to be something like. Well actually I've got a comparison list to what I personally consider high tier.

Marvel Comic comparison would be characters like Hulk(Not World War, of course.) Sentry, Iron Man in his more advanced suits of armor.
DC Comic comparison would be people like Captain Marvel, Green Lantern (John Stewart, not Ion.), Steel, and MArtian Manhunter.

You know, not that Superman level of ability, but still totally competent and powerful characters who can level cities with their battles.

Edit: No matter what anyone says. Batman isn't a high tier character and never will be without a green lantern ring or other form of boost to his abilities.
