[@Gisk] Noble Arms are mutations in the human populace and about [sup]1[/sup]/[sub]20[/sub] of the population are capable of materializing them, with various differences in qualities, ergo, though [sup]1[/sup]/[sub]20[/sub] can [i]summon[/i] a Noble Arm, of that [sup]1[/sup]/[sub]20[/sub] only [sup]1[/sup]/[sub]2[/sub] are considered qualified for Academy standards - even the lowest. 

[@Mistress Dizzy] The weapons and abilities are decided by you guys, with the strict standard of weapons before World War I.

The Philippines has a general population of one-hundred million (100 000 000) there are [sup]1[/sup]/[sub]20[/sub] people that are born Arms Masters, so about five million people (5 000 000) and only [sup]1[/sup]/[sub]2[/sub] are eligible for being taught at special academies, two-million five-hundred million (2 500 000). Which is enough to populate a lot of Academies and Schools.
