The Victorian age was 1837 - 1901, which is present time. Lets say it's like 1869, which is half way through Queen Victorian's reign. I personally don't want people to risk being as old or older than the Elders, unless you justify it with historical facts. so it's safe to say be born before the 1000 then you won't have to put too much thought in terms of history xD
