Depends on if it's been dropped in a puddle and soaked.

Not the best idea to use one in the rain, but it wouldn't short the phones. Gotta have enough water to soak through the casing and protection most people have on their phones. Otter boxes, just regular tough cases, screen protectors, the whole shebang.
