Erien can be a colonel for all i care, she just been massively cheated if she's that close to being a general and is only commanding a 9 man squad. also Marine-Colonel is the rank equivalent of a Navy-Captain which means that Erien is basically the same rank as the commander of the Heart of Valor but that really doesn't matter actually.

A lieutenant Colonel would command a squadron of 12-24 aircraft
A colonel would command a group of 2-3 squadrons or a group/wing
A major would be in command of a smaller squadron, hence why i said Major might be more appropriate.
but again, i'm fine with whatever rank you want to be, i just wanted to make sure we had first and second Lt in the system.
