The Fulgurite is basically a sliver of the Emperor's soul. He can't just go around tossing these things like they're candy. Each holds the power of a soular nuclear weapon. And he did perform soular destruction on Apocalypse, as I recall.

Oh, and this isn't just Soular Destruction. The Fulgurite has the power to kill immortal beings by erasing them from existence. Effectively, it causes you to cease to exist in any meaning of the word. It even erases you from multiple planes of existence. It's pretty much the epitome of annihilation. So I'm pretty sure it'd prevent someone from going to Deadland, as they would no longer exist.
