1) You can have the Maryland/Virginia region, just don't follow exact state lines. Be hipster like that :cool

2) You could easily turn it into an oligarchy veiled as a democracy or republic. Or add a really inefficient bureaucracy and some members of government who don't really give a shit about their jobs.

3) Yeah, I say turn back the clock a little. You're welcomed to still deal in machined parts like cogs and gears and springs just not on an industrial level if you know what I mean.
