He ran concentration camps against those who disbelieved in the 'Imperial Truth'. He exterminated the Diasporex and the Interex, as well as Armageddon's original population for fighting [i]against[/i] Chaos, and Vulkan of the Salamanders exterminated a human population for feeling indebted to some Exodites. 

No, the Imperium of Man, for all its Anti-Xenos rhetoric, is so different from us that it might as well be a Xenos Empire.
