Draco never actually learned any rituals from the voices in his head; The ones that he and his small cult use are rituals that he created himself with the resources and talents that he had on hand combined with some common sense observations that the voices in his head have provided him with. For example, each god has their own 'food' day, in which a meal that Draco believes would appeal to them is served up in a manner that would hopefully appeal to them. 

Granted these rituals are less to earn blessings and more to earn some general good will, but it is something a bit different then the norm.
