Well, Vestec's chaos essentially just equates to destruction from what I've seen. Change is more broad in general. Actually, perhaps Change should be the domain and Air the portfolio, instead of the other way around. That way it makes more sense to make the stretch for having power over cold and fire like I mentioned.

And like Rtron mentioned, another big difference is that Vestec is Chaotic Evil and just malicious. My still unnamed character would be Chaotic Neutral and not at all adverse to occasional acts of benevolence. Sending a hurricane to rip apart entire cities is certainly a violent sort of change, but it's juxtaposed with more happy sorts of results like carrying seeds on the wind and in doing so bringing life to a deserted island.
