I did not know how magic fully worked but if I've had the origin in mind. It was a natural development as she got older. It was clunky at first but she has managed to master control over that wonky eye. 

Also [@Malikoy], Kate's history strongly suggests that Baron has been involved in her absolution as I imagine that would be a pretty big deal. It was also left open for the Baron to have a sort of "leash" on Kate due the requirements of the negotiation. Otherwise, she'd be very avoidant of other characters. Thus, it forces her into the story, kind of.
