Solar Drive isn't supposed to kill you on touch, only leave severe burns or at least some kind of burn upon exposed skin. Clothing would protect you from the damage. Not all layers of the skin would be melted away upon contact, but they would still receive internal injuries if a punch stays connected to the body long enough. My vision for Solar Drive is quite similar to Sanji's pre-timeskip Diable Jambe. Their opponent should be able to walk away breathing after a battle with him.

The only technique that should be labeled as a potential killing maneuver is Solar Beam.
