Sharia isn't a flexible world-view that changes over time, and it's basically the exact opposite of 'progressive'. If you wanted to create a multi-cultural nanny state with empowered women, you probably shouldn't have picked Afghanistan.

But that's just my assessment. Maybe nobody cared about Islam in Afghanistan in the early twentieth century.
