Well the of the wish itself probably wouldn't affect magical girls because it isn't a magical ability. As I see it wishes are a bit more subtle then that, and while the desired result is achieved(Kyubey usually does keep his end of the bargain wish wise), its not really brute forced usually. So with that wording it's less enslaving everyone around you and more like a charisma up/people pay attention to her more like Stern seemed to imply it is. Her wish wasn't for people to be mesmerized, just for people to pay attention. Even with a high ToF, wording is critical. You can be ToF 12 (The highest theoretical ToF) and if you wish for a cake you're just gunna get a cake and that's that.
Yeah, that's more or less what I was thinking. Instead of realizing that she's mind controlling people and falling into despair like Kyouko's father did, the negative ramifications of Salomea's wish are also more subtle. For example, advice or suggestions that she proposes are taken to heart, but lead to unexpected and undesirable outcomes (because Salomea's not an expert in anything). She realizes her words carry undue weight, even when she's wrong about something (which she often is). Something to that effect.
