As long as you do not fiddle with the powers by taking a different pantheon, then it should be acceptable. Marvelhas always had specific tiers of power to macro and micro the heroics at a time

Both seem in the proper power scale of this game. You can change every facect except for the powers of the character. You can even assign the power set to a different character entirely to basically swap powers out for your favorite character. Want to make bruce banner a billionaire philanthroist and playboy? At least he can afford to replace what he broke. Want Wolverine to be the lord of wakanda? Have fun!
