That's true although some people do insist on a narrower interpretation of  it meaning 'society's laws'. The debate is probably more about if he should be considered 'good' given his methods and the fact that he's potentially just violently insane instead of following the mandates of a god of justice, vengeance and protection. He looks in the mirror and sees a paladin, other people look at him and might just see a guy yelling nonsense and waving weapons around.
