[*]1. Mussolini is the father of Fascism. To replace him and play as a Fascist Dictator would be fun (remember that it was Hitler's version of Fascism that was into racism and genocide not Mussolini).

[*]3. I want to build up a small nation in my quest for power, simply taking control of a powerhouse and bulldozing people isn't as fun.
