Yes, there are other teachers, though not as many as "lots". xD Maybe around 10(?). As for students, yes, there are a lot. 

Well, teacher-student relationships aren't illegal, but they're indeed seen as a bad thing, specially for the teacher. In fact, student x student relationships are also discouraged. Keep in mind that the school doesn't allow girls on campus to avoid any 'indecent' behavior, so the same thing can be applied to the boys.
