It's late here too. I probably just didn't look hard enough when I went over it.

As for the second part, no. She's an important citizen in a minor vassal situated in Navaria, with close ties to the noble family there. The ruler is the son of her owner when she was a slave, who is still in power because he supported a slave revolt against him.
