Since it's seems like the cape is also a part of her bird physiology, or is at least manipulated in such a way, You could go flying squirrel style and have the bottoms of the cape connect to the backs of her heels and make a parachute to  hold air in with while she falls, or a more batman Arkham style, where the cape actually acts like wings.
