I had thought him up as an individual not necessarily set in the ways of the Empire, allowing him the freedom of thought and openness of mind to recognize and comprehend differences of cultures and ideas. Particularly, politics. Being so uninvested in the current system and power structures in the Empire would make him a neutral and impartial  party.
