Ok. You're right we don't want a whole city MC'd at once. Cupid will have a reasonable limit of who he can control, how far away, and how many, given oppositional willpowers and ability to concentrate, yadda yadda. 

But I have to about about this enthralling. If you enthrall a human, you kind of have a bond with them for life. ie. they are kinda enslaved to some degree... which I guess would count since they are mind controlled... but MC could be broken or reversed. Enthralling can't. I have to say Cupid is not going to be able to actually "enthrall" a human without more than  just MC-ing them. He's going to have to like... idk, kill them in their dreams or something more cut and dry.
