Japanese recycle shops (essentially thrift stores) offer clothes for remarkably low prices.

So assuming one exists in Fuyuki, I'd reckon it wouldn't be too hard to scrounge together the needed change from around and about. We're basically dirty hobos at this point anyway, may as well act the part.
