1. The affect is global. Anything that enters field will have whichever effect Edith put in place. That does mean that people and objects can enter and exit the field. For simplicity and balancing I am not having the field be a hard line. So if a person were to enter, rather than having two different speeds it envelopes the person. Otherwise there could be some nasty crushing/tearing when transitioning from one speed to another. 

2. She could be either. And to some extent her past will be relevant to know because she has a history that is public knowledge. That said her crimes were committed before any of the already submitted characters were born.
