Also [@Inkdrop] you're close enough to actually have had some contact with me through the northwest passage that is almost certainly clear the vast majority of the year with warmer temperatures and all.  I figure you might even have been involved in the Cascadian war against the West Arctic Federacy (big nation above me on the map) some fifty or sixty years ago when I took south western Alaska.

As it stands Cascadia likley has always treated any of your ships as enemies or illegals even in international waters and would try to seize them on sight if they were outnumbered.  Up to you though, not sure if you even cross the northwest passage.
